Did the place that did her testing give you a list of tutors or any information about software/websites you can use at home? If you have a computer/iPad/iPod, etc at home, there are lots of websites and apps that can help her. Earobics is a good free website that we use for our son at the recommendation of the testing site. If you have an iPhone/iPod Touch/iPad, there are tons of apps to do with reading, writing, spelling...just search by whatever topic you want to work on with her. Most are free or have a free trial version before you buy.
I have had the same experience that the school doesn't want to change for our son, even though we have documentation that they MUST do so...it's very frustrating.
Here's a website I found that has TX specific resources and that could give you some information on advocates and tutors in your area.
