My daughter is also dyslexic with medical dx. Part of her 504 plan was me signing a paper that acknowledged that she has an impairment. I'm not sure what you mean by deny him in the "resource room". Under the ADA they do need to accommodate him, do you feel they aren't making accommodations?
Part of what I'm learning is even with accommodations my daughter always had to work harder, we will always have to stay on top of things. it will never be the same for her as other kids. but our school is doing what they can to accommodate her.
