They have ten days to set up a meeting. The fact that you have not heard is scary. Ask for both the principal and case manager, perhaps someone forgot to give the information to the appropriate person. If they are not making an appointment for you within the week call the school district or state..there is also a federal number as well. Unfortunately I have seen a lot of bad things happen regarding IEP's and the implementation of the IEP. www.wrightslaw.com is a sight that can educate you about dealing with the school system and give you knowledge about what rights you have.
