You are right, it depends more on a teacher's individual teaching practices at the end and not just just the degree/certificate she had. If the teacher is passionate about her work, and inculcating a love of learning, he/she will try different methods to make her teaching a success. If she is uninterested in differentiating instruction then the students are the ones who end up losing out.
