President Bypasses National Guard
Bush Declares Martial Law in New York City Emergency Zone

New York City -- New York

President Bush today declared martial law in the lower east side district of southern Manhattan today. Late last week Senator Hillary Clinton (D-NY) asked Governor Pataki (R-NY) to call out the New York National Guard. Earlier today Senator John Cypress (R-CT) led a bi-partisan group of congressmen in expressing his opposition to Pataki as well.

At a press conference shortly after Cypress's Bush announced, "The recent acts of terrorism and violence in New York City have not abated and it is my duty as President, on the advice of Senators Clinton and Cypress, to ask the army to step in." Governor Pataki had previously argued that the city's police force was sufficient to quell the violence.

Bush appointed four star General Maxwell Brodin as the commander of the operation. Gen. Brodin was not available for comment, but a press release issued by his office announced a curfew in the Emergency Zone until further notice (see story, page 2). General Brodin was previously the commander of security for the UN in New York.
