The fine tuning lamp will flicker whenever the playback board detects a missing clock pulse from off a tape. Counters on the playback board are used to direct any given note to its appropriate position on the driver boards. If there is corrosion at either end of the cable connection, it would be possible for a note to be entered more than once. You might try to (gently) pull the plug part way off, then reseat it.
