It a "fake" sort of sustain system. Because it doe not lift the damper rail, you lose all the harmonics that come from the other strings in the piano that resonate in response to the ones actually being played. I'm sure you can fix the the problem with your sustain driver, and you will be happy with it. Just a guess - maybe in a former application the solenoid wiring had shorted out due to a faulty installation and destroyed its driver components. Once it's fixed, it should give no trouble again.
