Time is likely to be the enemy here. Most units are over 20 years old and deterioration is to be expected.

If the record function is not used, the slide switch in the record/playback head path can get dirty and prevent the weak signal from the tape from ever getting through. Try putting a recordable tape in the unit, press PAUSE, then operate the RECORD and STOP buttons alternately sevaral times to "scratch" through the oxidation. (I do this every time I clean the tape mechanism as a preventive measure.)

The 3/4 Bit Time and 3/4 Bit Range controls on the playback board might be out of adjustment. This is not likely if they have never been changed, but it is possible.

Check the felt pressure pad inside the cassette. It ensures that the tape contacts the head. The cement holding that pad often fails. Tweezers and a dab of Duco cement will fix it.

Check that the cassette reels do not bind. Any slowing of the tape will prevent proper decoding of the clock and data signals from tape. Loosening the screws holding the cassette together will release excess pressure. About 1/4 turn will do the trick. Also make sure that the tape is evenly wound on the hubs. [Incidentally, note that stopping and restarting the tape in the middle of a side is not recommended. A tape should be played completely through so that the tape winds correctly.]
