I'm just guessing at this.

Since you have already found sticky keys, are you sure that the offending key does not stick?

Also check to see that the powdered iron slug moves freely in the solenoid. Compare that to the action of a working key. If you find any sticking inside the solenoid, DO NOT use WD-40 to try to free it up.
