Had another thought to add to the pile ..
How about we slightly change the diplomatic core so they handle all OPRA and interguild dealings only.
Team leaders in all three groups would form the council. Any guilds wishing to ally would have to firstly be dealt with by the Diplomatic core, then if they deem the alliance worthy of further thought ( after investigating the guild, their ideas on what the allaince is for and what it will bring to us ect. ect. ) ,they put it forward to the council to vote apon (team leaders). Once voted yay or nay then passed on to Syn and Ka for final approval. Sounds like a long road, but it gives more people the chance to have input. I could not see many instances where Syn or Ka would over rule the votes of the council, it is just a safety guard.
