its not uncommon for green jumpers to do that. making the jump appear more solid without actually making it solid (this can easily be done by putting a horse blanket over the top of the jump) can encourage the horse to jump over the fence. Another common problem with babies is not knowing where to put their feet down when they jump. it may help to canter the fences with her until she learns where she should be putting her feet. Lounging her over fences or free jumping her in a round pen could also be beneficial to her as it may be more difficult to get over a fence with extra weight on her back as it can make her feel off balance. always praise her for going over and just be persistant and she'll learn to jump right in time. it just doesn't happen overnight very often (out of all the horses i know, only one learned to jump perfectly in 1 day, and she is an amazing little mare)
