"The Coordinating Council of Democratic Forces has urged President Alyaksandr Lukashenka to step down, blaming him for what it calls Russia's "plans" to end Belarus's independence, Belapan reported on 15 August. The council was responding to Russian President Vladimir Putin's proposal on 14 August that referendums be held in Belarus and Russia next year on the unification of the two countries into a single state on the basis of the Russian Constitution (see "RFE/RL Newsline," 15 August 2002). "The existence of such explicitly aggressive plans to incorporate the Republic of Belarus into the Russian Federation has become possible only thanks to Alyaksandr Lukashenka's antinational and adventurous policy," the council said in a statement."
