At his price, you may be right. However, Stokes caught 7 touchdown passes last season and he had to deal with Garcia being locked in on Owens. That doesn't sound like a bust to me. As for playing soft, what would you call it when he's speared under the chin, shakes it off and then gets up? I haven't seen many players hit that hard that walk off the field under their own power.
He's not particularly fast and that can make it look like he's playing "soft" but he works just as hard as Owens. Perhaps it's his lack of theatrics that makes him look more passive than he really is, but he's made some amazing catches for the Niners (see the Dallas catch for how hard he tried and what he did after the catch).
If he doesn't take a pay cut, then he's probably going to be gone. If he takes the cut and stays, he'll still be valuable to the team as the second receiver until someone takes the job away from him.
