It depends on which chronology you use: The information on the WB web site didn't always follow the story explained to us on the show.

I assume that the Vatican knew that Kenny had the Blade, but the Vatican was unable to take it from him. I'm not certain about a deal-in the best tradition of an ambiguous Kenny, you could write and justify it in various ways. I expect that they would like it back, and Sara would not have been a preferred wielder (too hard to control).

According to the web site, there were many wielders between Joan and Sara. In that context, it was not possible for them to be in direct line descent. Queen Isabella and Joan? Florence Noghtingale? Marie Curie? Not likely. There could in some of the cases have been a distant common ancestor, so I would recommend that approach: Joan and Sara have a common ancestor somewhere. Remember that Aras is a branch of the line from several generations back, so over centuries there would be many paths of descent, so that a wielder could seemingly pop up from anywhere.
