Because the goal - to make Fischer play - wasn't reached.
If Euwe wanted to see Fischer playing, why didn't anybody try to suggest some alternative conditions? How it happened, that nobody met Fischer, nobody even rang him up after his telegram when it was clear that something wrong with him. There must have been one answer: FIDE didn't take his telegram seriously.

The other thing is that Fischer wouldn't play under FIDE conditions even with a gun at his head.
