Subject: Crazy 1998 Saturn Electrical Problem (headlights)

Trying to diagnose a 1998 Saturn electrical problem. Right now, the daytime-running lights are always on (even if the lights are turned off, the emergency brake is pulled, the car is parked, and the key is out). The blue "high beam" signal is also on (all the time). The fuse for the lights has been pulled out to keep the battery from going dead. Any help would be great. Thanks.
