Work is allowed to be done on the Sabbath, but not by Jews. The definition of work, according to the rabbinate, is anything that takes the place of lighting a match. And from the perspective of the rabbis, pushing the buttons of an elevator would constitute work. These particular elevators, I presume, would stop and open at every floor, without one's having to press the buttons. So, on Shabbat, these elevators would be in a constant routine, going up all the floors, opening at each floor, and then down, opening at each floor, until sundown on Saturday. I'm sure this process would be slow, but since old people make up much of the population of hospitals, they'd rather wait it out than climb stairs.

As long as no Jew is running the elevator (I presume it is all automated with a security force of goyim), it's kol b'seder.
