Xenon is a gas, gives of light when a current is passed through it, like Neon, mercury vapor, sodum vapor, metal halide (pardon the spelling)etc. They need some what of a high voltage to run, well into the 3 figures, 12 volts wont even touch them, thats why the transformers are needed. Curious how much you are selling the control gear for the Xenons Paul, I would like to stick a set in my D. But this will be a bit ahead in time. I might put together control gear my self, need switch mode drivers and transformers to match.
