I'm pretty sure that Liquid is not in MGS2. Remember that Ocelot mentions that there is a third twin in his phone call to the president. In fact i'm pretty sure that the twin is the President, "Solidus". My guess is that he turns against the Americans in order to restore big boss's dream, like liquid tried to do. Or maybe he is with Ocelot and wants to restore Russia to it's former power.

From what i've heard the game does take place in New York City, but on a huge oil tanker or an aircraft carrier (i can't remember which). I don't think Snake will be able to roam the city though.

I've seen a movie showing Ocelot shooting a soldier on that oil tanker and he does have his hand back, but it was covered in a glove. I wonder if he somehow put his severed hand on ice and then got it reattached when he got back to the mainland (remember he ran off with his hand after Gray Fox sliced it off). There is also the possibility that it is a mechanical hand, i'm pretty sure that they have that technology since the game takes place 10 years into the future.

I wonder what's new about Metal Gear Ray? Maybe the frame itself is now stealth?
