The code change would work, but since line 21 is used for closed captioning, it won't help you decode the picture.

Closed captioning is the text at the bottom of the screen for people who are hearing impaired. (Or if you 'MUTE' the sound on your set, then you can see it on most TVs)

If your descrambling has no data on line 18, then you probably don't need code to descramble that. The 3-chip will still work, you just need different code.
