Can You read VBI?. Take a picture and see somthing or not? when this happens.
What I'm going to say will sound crazy but who knows, maybe odd field has normal burst an even field has inverted burst or viceversa or maybe between horizontal lines one has inverted burst and the other has normal, and in the mixture you have this result. How to determine this and invert burst or not, I don't know.
