Is the Vsync completely missing or just suppressed/inverted?
If its completely gone the box must get a replacement from somewhere - some systems use a subcarrier on the audio to carry the sync pulses. If a 3chip can get a lock on the signal at all it means there is a signature pulse at the end of the vsync (ped-ned-ped with acceptable timing) and most likely a telltale sign at the start to work with for which you'll need a cro to identify what you have to work with. The data packet may not be on line 18 - again a cro will help find it as well as eliminate the possibility of occasional split-syncs. You could think they're deliberately trying to make it difficult!
