Once more the Memphis City Council and Shelby County Commission are
considering breed specific legislation in our area. As yet, we do not have
specifics about the proposed legislation although a copy of the proposed
legislation is supposed to be faxed to us soon.

For those of you unfamiliar with the term, Breed Specific Legislation (aka
BSL) is a law that targets one or more breeds within a community unfairly.
Owners of the targeted breeds face a number of requirements that owners of
other breeds do not, for instance, their dogs have to be muzzled, signage is
usually required to indicate a "dangerous" or "vicious" breed is on the
premises, extra insurance is usually required and, generally, unavailable,
not to mention that to own a targeted breed one has to agree to "inspections"
of one's property, and those are just some of the highlights.

Sadly, hysteria is used as justification for BSL because there is no credible
scientific source anywhere that we know of (and we make a point of looking
for it) that supports BSL. In fact, the Centers for Disease Control, in "A
community approach to dog bite prevention," states in regulations to
targeting specific breeds that, "Although this is a common concern, singling
out 1 or 2 breeds for control can result in a false sense of accomplishment.
Doing so ignores the true scope of the problem and will not result in a
responsible approach to protecting a community's citizens." The entire

We have heard that Rottweilers, Pit Bulls (and of course, no doubt, AmStaffs
and Staffie Bulls), Dobermans and German Shepherds, and possibly a number of
other breeds are being targeted but, as yet, have no documentation to verify
what breeds exactly will be targeted. We do know that, in the near future,
these Council members and Commissioners will be considering this type of
legislation.

We need your assistance to oppose this legislation effectively. If you own
any of the above breeds, or if you are smart enough to realize that your
breed could be next because it could be and you don't want to give that a
chance to happen, please, contact us immediately as we will need all the
assistance we can get to oppose this proposed legislation.
