Subject: Puppy Protection Act

Please contact your state senators immediately. This act was placed under consideration on Monday, 2/11/02 again. It is imperative that your state senator is contacted immediately and asked not to associate his or her name with this act.

I have just learned that The Puppy Protection Act of 2001 may be offered as an amendment to the Senate version of the farm bill and that this bill could come before the Senate at any time. I am asking for your help to defeat this legislation.

I ask that you withhold support of the Puppy Protection Act (S1478/HR3058). Although, on the surface, this act appears to benefit dogs and regulate the irresponsible breeding practices of puppy mills, it also will impact responsible breeders who breed infrequently and always take the welfare of their dogs into consideration first and foremost. I protest the Puppy Protection Act being attached to the farm bill. Such an action deprives the people of our right to be heard. If the Puppy Protection Act stands alone, there will be public hearings. It is important that the inadequacies of this act be made apparent. I ask that you familiarize yourself with the actual content of this bill. You will find it is not a bill you will want associated with your name.

I am a "hobby" breeder of American Staffordshire Terriers. I never breed my females before their second year and not until all genetic health testing has been completed. I breed to continue my bloodline. Therefore, I do not breed on an annual basis. Sometimes, several years pass before I plan another breeding.

As it stands, the Puppy Protection Act would subject all hobby and show breeders,even those who sell from their own homes,to breeding limits and socialization schemes. Schemes, I might add, I would hesitate to subject my puppies to. Responsible breeders already police themselves in regard to the frequency of breedings and how often a female will be used. Responsible breeders also socialize all their puppies and require the purchasers of said puppies to continue this socialization through attendance at puppy obedience classes. Responsible breeders do not sell puppies to pet shops for resale. They also thoroughly screen prospective purchasers for their puppies. Enforcement of the provisions of the current Animal Welfare Act and encouragement of the USDA's ongoing efforts to improve procedures are far more effective ways to approach the issues than this proposed legislation.

I agree that puppy mills and irresponsible breeders need to be regulated, but there are more effective ways to regulate irresponsible and inhumane breeders who may currently fall through the cracks of regulation. There are organizations such as the American Kennel Club and the American Dog Owners Association that are willing to work cooperatively in developing a piece of legislation which would be effective and enforceable. The USDA should address this issue, but I do not believe that the Puppy Protection Act is the best way to accomplish this end.
These issues and whether any part of this legislation is appropriate or beneficial to the welfare of animals are sufficient reasons to ensure that this legislation is thoroughly studied and given proper attention in hearings. I respectfully ask you to help defeat The Puppy Protection Act and urge a no vote.
