Council wants ordinance written

The pit bull, a breed of dog that has won notoriety in recent years due to its documented viciousness, might be an endangered species in Bellevue.

The City Council Monday night voted 7-2 to instruct City Attorney John Herdzina to draw up an ordinance that would make ownership of the dogs illegal in Bellevue.

The vote was the first of several that must be taken before the ordinance can become law. A public hearing must also be held.

The ban was proposed by council member Theresa Hatcher, a physician who said she has seen first-hand the damage that can be inflicted on children by vicious animals, including pit bulls. She said some constituents approached her seeking the ban. Considering the council earlier voted to prevent ice-cream vans from ringing their bells out of concern for the safety of children, banning pit bulls should be an easy decision, Hatcher said.

“Think how much more grave this is,” she said.

Councilman Dave Wees said he would not support any ordinance that targeted a specific breed of dog.

There are many breeds of dangerous dogs, he said, and any ordinance should address vicious animals generally. The city’s current ordinance allows vicious dogs to be killed by a police officer if the officer perceives the animal to be a threat, Wees said.

Herdzina said council members should give him clear direction about the proposed ordinance since similar ordinances enacted by cities such as Denver and Overland Park, Kan., bogged down in details such as grandfather rights.

“If we go down that road we need to discuss a whole variety of things that go with grandfathering,” he said.
