Subject: council and mayor accomplishments

Until I became involved in politics, I very naively thought that a member of a board or commission was the one who made the difference. In a away, its true, but from a team perspective only.

Our staff, City Manager and his/her team make the deals happen. Deals? Businesses coming to town; big developments coming to town. Why are these important??? They bring taxes, both sales tax and real estate taxes, as well as impact fees that go into the city coffers to pay for water and sewer lines, streets, salaries for emergency services etc.

The city council, per the charter, represent ALL citizens of the entire 69 square miles of the city (all 6). The council act as a board, if you will, to legalize
what the city manager and his staff (ceo, if you will) negotiate in the name of the city (the tax payers).

The city council and the mayor do not negotiate deals. We are kept abreast of the goings on, but the "DEALS" are negotiated by the CM and the city attorney then steps in to review agreements for legality, then the city council makes it legal by their vote.

Examples of this are the negotiations and agreements between the city and the state of Texas on our roads (Preston and FM 720, and Tollway frontage roads, and 121, etc., etc. It goes on and on.

Then there's the agreements with the Mall developers. This was done strictly with the cm and our former Mayor, Bob Warren. ALL AGREEMENTS were completed with the mall before Mayor Warren finished his 3 terms. We will enjoy the fruits of our cm and Mayor Warren's agreements. NO ONE ELSE can take credit for the Mall coming to Frisco except
George Purefoy and Bob Warren.

All other decisions regarding road improvements, priority of road improvements, zoning improvements, etc., are determined by the city staff our tax dollars pay for. If the city council hears rumbles, then the staff is definitely calls the staff to task, but on a daily basis, the city council merely legalizes the day to day activities of our wonder city staff the council OVERSEES.
