I also believe that this was a warning, not a judgement. Over the week-end, I was given a Scripture passage as an answer to this. It is Elihu's speech in Job 33.

13.Why do you complain to him that he answers none of man's words?
14.For God does speak--now one way, now another--though man may not perceive it.
15.In a dream, in a vision of the night, when deep sleep falls on men as they slumber in their beds,
16.he may speak in their ears and terrify them with warnings,
17.<b>to turn man from wrongdoing and keep him from pride</b>,
18.<b>to preserve his soul from the pit, his life from perishing by the sword</b>.

and also verses 29 and 30:
29.God does all these things to a man--<b>twice, even three times</b>--
30.<b>to turn back his soul from the pit</b>, that the light of life may shine on him.(NIV)

2 Peter 3:9 tells us that God does not want anyone to perish, but wants everyone to come to repentance.

Pray that these people--victimes, evacuees, rescue workers, and even all of us that were untouched by the hurricane--will see the Light of Life (Jesus Christ) and turn to the Source of our salvation in repentance.
