I haven't had any direct experience with FI but the symptoms sound a lot like an an inlet manifold air leak on a carb equipped VW.

Once you've checked all the other engine adjustments (valve clearances, points, ignition timing), check for air leaks on the inlet manifold. Either use a flexible rubber tube to help you "listen" for the sound of sucking air, or spray round all the manifold joints (including where the manifold meets the heads) and see if the rpm changes. If it does, that's where your leak is.

I prefer the rubber pipe method myself.
