Try flushing, and reverse flushing the system with a hosepipe.

If top rad hose is really hot, heaters should be blowing warm whatever rpm's or road speed.

It does take a while to warm up from a cold engine, esp if only on tickover. it should warm up much faster whilst driving.

Have you always had the problem or has it suddenly occured ?
