Not necessarily, the main bearing at the flywheel end is flanged, to control end float, and it's here where it wears out. Fitting new bearings, and resetting end float with the correct shims, can often cure the problem. Unfortunately, worn bearings tend to move around a bit, and this movement wears the seating in the case, leading to loss of oil pressure, which further accelerates the wear. With the engine stripped down, it's easier to check the fit of that bearing in the crankcase, if it's very loose, both the bearing and the case are probably worn, but even then, bearings with oversize flanges are available, but the case needs to be machined to accept them. Are you really attached to this engine ? a good secondhand one may be the quick solution to getting the '68 back on the road. I know where you can get a 1300 twinport, or a 1500 single port Beetle engine, for reasonable money.
