Subject: Jetta gets wet and will not start

I have a 99 VW Jetta Wolfsburg and I am having a problem when the car gets washed at home or in a car wash the engine will not fire up. I have had this happen when I drive in the rain as well. I can turn the key and it act's like it wants to start but nothing until it must dry out. What is causing this and is there a fix?
