I have just rebuilt my type 25 engine and had the same problem.I have managed to reduce the idle speed by adjusting the throttle valve gap. I'm not sure if I have done the right thing but I have managed to get the revs down to 950rpm. I'm still working on fine tuning the carbs and timing and have now found a problem starting the engine when warm. I believe this might have something to do with the valves not closing completely due to faulty hydraulic lifters.
