In TImageScrollBox.SetZoomPercent I have added,

{ MB May 17, 2000. Redraw does not trigger OnZoomChange when
the zoom percent is set explicitely. }
if Assigned(FOnZoomChange) then
FOnZoomChange(Self, FZoomPercent);

just before,

Redraw(False);
