Subject Author Date One reason that eliminating locals might not work is the tax laws. I don't think you can charge an entry fee to be a non-profit scholarship organization. That is another aspect that separates Miss America from Miss USA. Miss USA is a for profit organization and the organizers can charge the $1500 entry fee.
