Okay, I think your first problem is exactly what you said below.. you need to find someone to play with. Trying to play out an entire scene all by your lonesome is usually boring and consists of lots of powerplaying. So the first thing you want to do is find someone to play with... have your character go to the Station.. when the Shuttle docks..and if there doesn't appear to be any active people there, choose one of the planets to go down to. Usually the majority of the players are on the planets...so you will be more likely to find someone to play with.
Depending upon your character.. you may want to join up with one of the goverments, or simply explore the planets.. map it out for promising thefts..or whatever applies to your character. If there is something big happening.. a fight, argument... etc.. that is usually a good place to join in and get started playing with other characters....but if there isn't.. you may just present yourself to another active player that isn't busy.
You might try introducing yourself.. or make yourself conspicious so another player will come up to see what you are doing..and from there you can continue on the note you want. If you are looking to be chased, then make yourself look suspious until another player recognizes you, then proceed to steal, threaten or whatever you were going to do so that you are fairly certain you will have someone chasing you.
What you need to watch out for is powerplaying. You can't go and kill another character on a whim.. or destroy an entire building etc. It will take more work..but be alot more fun if you take it slow.. threaten to steal.. then steal it.. then run from whoever was watching... there are hundereds of possiblities after that.. race down this street..behind this rock etc.. fire whatever weapons you like and the other character doing the same will make for an exciting escape...

As for a dog.. that's fine..

Hopefully that was not too confusing an explanation...but I'll help you out as you go along and give you tips if you need them. So go ahead and do something with your character, and if you are having problems I'll either leave you a note OOC or create a temp. character to help you out..
