I'm personally in favor of a low magic campaign. Though I don't see it necessary to limit spells that wizards/sorcerors receive or are able to cast per day. The same goes with clerics. Most of their spells are defensive or utilitarian in nature anyways, until they reach higher levels, that is (mmm... firestorm).

Magical items should definitely be uncommon, or even rare. This would allow monsters with damage reduction to seem invincible to most people while still usually being within the range of an acceptable encounter for players.

Charged items, such as wands and staves (and even some wondrous items) are usually tossed aside and forgotten about (who wants an item that doesn't last forever??), and a low magic campaign would make them much more valuable.
