While I've never heard quite so extreme an example of high-ranking songs in the countdown being played shortly after the countdown ends, this has happened plenty on Z100 in NYC. They often would play one of the songs in the top 5 or 6 of "Casey's Top 40" (and later AT40) within about a half hour of the show ending.

I think what happens is it is a matter of playlists. The station has their set playlists, which they temporarily suspend to play the countdown. Then, when the countdown is over, they resume the playlist from the point that they broke off it to play the countdown. So, they'd stand a pretty good chance of repeating a high-ranking countdown song soon after the countdown ended.

However, playing the #1 song immediately following the countdown is one I haven't heard of before! But perhaps it was a statistical inevitability?
