Voter participation can be influenced by a number of things, I think. Here in Idaho, for instance, it's a foregone conclusion that 95% of the time, a Republican will be elected if one is running. The remaining 5% are all from the southeast corner of the state. I've no doubt this depressed Democratic enthusiasm for participation in the process. When there are no deeply controversial issues on the ballot, people tend to perceive elections as unimportant, also.

I suspect a long-standing educational deficit would tend to depress voter participation in individual states, but I've no data to hand to support that suspicion at the moment.
