Chris ,cant you see that my 1% remark was about a beginning, all changes begin small. Its how they end.
You talk about North Korea, Yes there was changes in the attitude of North Korea when I was there. Now the progress of them sems to have stalled. Change does not always follow a smooth path, and it can go in fits and starts.
Change is best seen by those who are looking for it.
I think some people are frightened of change.
Of course I admit change can fizzle out. There is after all the parable of the sower.
