Read the related posts on this very site.

Since all Japanese versions of the JVC/Philips machine have DV in & out, the mod indeed must be possible.

Fairly uneasy, though:
1) modding it to have it 'talk' to a PC seems unsure and apparently requires a very good knowledge of Windows' drivers (see the many posts below) ; if you're on a Mac (like me), forget the very idea of it - no developper would work on a driver intended for a tiny market of a, halas, small market (respectively D-VHS & Apple)

2) modding the hardware must be easier ; people have posted here that they had secret info and/or the service manual that'd enable all of us to have DV out - but nothing has shown up yet...

keep the faith, still, and be patient. It'll be possible someday.
