I'm sooo tired of Xander and Buffy using the chip as an excuse for Spike being what he is now. I, too, want them to see how the chip does not prevent Spike from choosing to make the decisions that he does make. It only stops him from hurting humans. That said he could've easily turned around and recruited minions and what not to carry out his EVIL (& ineffectual) plans and then watch it all blow up, like they pretty much always do.
