The thing with this, is that they are trying to make the movie end the NG cast of films... although they left things hanging at the end, probably wanting a response from fans as was at the end of ST:II to force another film.

Riker and Troi get married. Piccard's Nemesis is a Romulan made clone of himself. Data finds yet another android like himself, who becomes yet another brother. The film is attempting to be more action oriented, and Data in the end saves the crew by destroying a ship while inside, thus being destroyed himself. But with the "brother" there, it is easy to suggest that possibly Data will live on.. if there is demands to see it done.

On the other hand, Riker finally is given a command of his own at the end, leaving the crew of the Enterprise.
