Subject: A karma question, deftly avoided in the past

I posed this question to a proponent of Karma this fall and it was sidestepped wonderfully. Perhaps someone else would like a crack at it?

Were all of the people who died at the World Trade Center all victims of some kind of bad karma?

Were all of the people who worked at the top of those 2 buildings supposed to be learning the same lesson in life and that's why they were all there at the same time doing the same job? Were they all supposed to experience something so fearful that dozens of them would jump from the building to a certain death rather than stay in the building and burn?

What about the babies on the planes? What lesson does a 2 month old learn as it slams into a building at 400 miles per hour?

Should a believer in karma even support the search for the people who planned this event (the WTC attacks) - if everyone in the towers was fated for this death it is not really the fault of the attackers, is it? Heck, they're like the hangman in the old west - they are merely following orders, are they not?

Please don't give me the "I can't judge another's Karma" answer. The answer must be clear to anyone who bases their life on its principles. Be accountable. I'm willing to listen and I promise, no "hee, hees."
