You'd be shocked at the number of pedophiles that are allowed to work in environments that include kids.

The school I currently teach at has had 2 staff members in the last 10 years that came to them w/glowing recommendations, but were really suspected molestors who were told by their previous employers that if they resigned there would be no investigation and a good recommendation would be supplied.

The public High School in the district I live in had a similar problem and a similar solution - they gave him a recomnedation and he now teaches in Missouri. All the molesters have to do is move to a new state because it is extremely difficult for school systems to do criminal background checks in other states (time, $, unsure who to call, etc.). Plus, in all of the cases I've mentioned, there was no crime reported so there'd be nothing in a background check.

Police, coaches, social workers, clergy - there's a number of pedophiles throughout these professions because they use them as a platform to meet their intended sexual victims. Unfortunately, most beauracracies react w/denial and cover up rather than exposing these people and turning them over to the authorities ASAP.
