Are you talking about when Frodo said, O Elbereth! Gilthoniel! right before Aragorn came rushing in? I don't recall if Frodo said anything in the movie. The book isn't clear if Aragorn took out the wraiths or if Frodo's uttering of Varda's elven names ran them off. I always assumed Aragorn chased them off, and the uttering of Varda's names protected Frodo.

Either way, if that is all it takes to ward off Ring Wraiths, then they wouldn't be much trouble at all. I can't fault Peter Jackson for making it a combat scene. If in the movie the wraiths had run off after hearing Frodo call out the name of one of the Ainur, would that have made the wraiths seem tougher? Actually it would have needed screen time to explain who Varda (Elbereth) was and why the name frightened ring wraiths. I think Peter Jackson's route was the most sensible. There is no way he could include all of Tolkien's mythology into the film.
