That was probably a movie blooper about the staff, unless it could be called to its owner...
As for Galadriel, she is, indeed, a ring bearer. As are Gandalf and Elrond. The three elven rings escaped much of Sauron's direct control, though they did lose their power, I believe, after the One Ring was destroyed.
