I'm not sure if Photoshop 6.0 has the same features as Photoshop LE, but here's what I would do. It's a lot easier than it sounds, believe me!

Scan in picture.
Increase contrast and clean up outline (if you need to).
Control-A (select all).
Control-C (copy).
Make a mask for the layer with the picture on it (the button should be at the bottom of the layers menu.)
Hold down the Alt key while clicking on the mask box (it should appear to the right of the layer box. this shows what the mask looks like).
Control-V (paste).
Control-I (invert colors).
Click on the layer box to go back there.

You should now have the outline with the rest of the image transparent. You can make a layer under the outline layer and color there. It would help to use the magic wand tool to select areas in the outline and then fill the selected area in the color layer.
