Depending on what you want to do, here are some options:

If you have Netscape 6.0 or higher, it includes a "composer" feature that allows you to basically draw what you want and then it codes it in HTML for you. I've hard-coded my site for over a year now, so I'm just starting to play with this feature. It's definitely got some bugs, but you might be able to at least get the templates.

For my template, I altered something I found on templatesforyou.com and there are a couple of other things out there like that -- do a google search for "Free templates."

You also might want to look at Blogger if you have any intention of doing latest news or daily updates. They have some nice templates that you can customize as long as you use their service for the other stuff... I've got one of those sites too - http://megsdancemumblings.blogspot.com - if you want to take a look (The front page is "hosted" on Blogspot, but you can see on the secondary pages how I copied and altered the template.
