No, I'm nno expert, but have listened and talked to one who is! You must not have been listening when the former (first) port director stated that based upon decades of research (which evidently has been discontinued) there is no other viable YEAR-ROUND location for a port facility. The original studies took into account prevailing and seasonal winds, seas and other important criteria. His opinion was that this suggestion is pure foolishness. I tend to agree, since it is fools who are proposing it!
