Government does nothing well. Have no controls over drugs other than registering and signing for them. The same should be done for tobacco and alcohol. That way the usage and abuse could be tracked and appropriate steps taken to treat and rehabilitate those who indulge in them. For those who cannot handle the substances, the proof of purchase would be a public record, and the case made for reckless endangerment if any accidents happen.

Charge the same sin taxes that you impose upon the other vices. The revenues collected should then be exclusively used to treat the problem, not for general revenues. The war is over, and was lost long ago.
